Daam Sakane Program: Everything you need to know to benefit from housing assistance in 2026

Access to homeownership in Morocco has long been contingent upon complex programs, often focused on the developer rather than the citizen. Aware of this reality and the persistent pressures on purchasing power, the Moroccan state has shifted its approach with the implementation of the direct housing assistance program, commonly known as Daam Sakane.

Announced during the Working Council meeting chaired by His Majesty King Mohammed VI in October 2023, Daam Sakane marks a new approach to housing policy. Aid designed to support purchasing, not speculation

Daam Sakane's fundamental principle is simple: public aid is aimed exclusively at...’access to main residence. It is not intended to encourage speculative investment or convenience purchases.

In practical terms, the state provides direct financial assistance to Moroccan citizens who purchase new housing, provided that the housing is indeed intended for their primary residence. This refocusing is central to the adjustments introduced from 2026 onwards.

Daam Sakane covers the period 2024–2028 and concerns both Moroccans residing in Morocco and those living abroad. Its management has been entrusted to the National Pension and Insurance Fund (CNRA), under the supervision of the Deposit and Management Fund, in order to ensure a structured and secure administrative framework.

Aid amounts linked to market realities

The assistance provided depends directly on the purchase price of the property, with a clear intention to target low-income households and the middle class.

For housing units priced at less than 300,000 dirhams (including VAT), the state provides a subsidy of 100,000 dirhams. This subsidy primarily targets social and affordable housing, where demand is highest.

For properties priced between 300,000 and 700,000 dirhams (including VAT), the subsidy is set at 70,000 dirhams. This segment corresponds to the needs of the middle class, which remains heavily impacted by rising construction and land costs.

Beyond 700,000 dirhams, no public support is planned. This ceiling reflects a deliberate intention to concentrate budgetary efforts where they are most socially relevant.

Who can actually benefit from Daam Sakane in 2026?

Eligibility for Daam Sakane is based on a central principle: assistance is reserved for people who are accessing state-supported housing for the first time.

The beneficiary must be of Moroccan nationality, not own housing intended for residential use and must never have benefited in the past from a housing assistance program or a similar benefit granted by the State.

From 2026, Daam Sakane will become more inclusive. Individuals holding jointly owned land, long excluded for purely administrative reasons, will now be eligible for assistance. This change addresses a widespread land ownership issue in Morocco, particularly within families, and corrects a de facto inequality.

The property in question: specific and non-negotiable criteria

The property eligible for the aid must meet a set of strict conditions. It must be a new dwelling, sold for the first time, and have an occupancy permit issued on or after January 1, 2023.

The dwelling must have at least two rooms and comply with all applicable technical and urban planning standards. The State insists on this point: no circumvention of urban planning documents is tolerated, and no exemptions are granted to developers.

From a legal standpoint, the transaction must be handled by a notary, both for the preliminary agreement and the final deed of sale. This requirement aims to secure the transaction and guarantee the traceability of public aid.

Occupying the property: a long-term commitment

One of the major changes from 2026 onwards concerns the mandatory occupancy period of the dwelling as a primary residence.

From now on, the beneficiary must occupy the property for at least five consecutive years. This duration is aligned with the tax rules applicable to the main residence, particularly with regard to exemption from capital gains tax.

This obligation is not merely symbolic. It forms the core of the system and is a prerequisite for maintaining the aid granted. Exceptions exist for certain low-cost or very low-value housing, but these remain limited and regulated.

Early resale: clear financial consequences

From 2026 onwards, the framework is unambiguous:

Whether it's 70,000 or 100,000 dirhams, the amount must be repaid to the state. In addition, there is capital gains tax on real estate, calculated according to the applicable rules.

Furthermore, the sale is legally conditional upon obtaining a release of the mortgage granted in favor of the State. This release can only be granted after five years of actual occupancy or after voluntary repayment of the aid.

2026: A ramp-up of the Daam Sakane program

According to the Ministry of Housing, 2026 will mark a turning point. After an initial phase characterized by demand far exceeding supply, the increase in new construction starts will allow for a better balance between the two.

The program now benefits small and medium-sized developers, and extends to medium-sized towns and rural areas, breaking with an excessive concentration on large metropolitan areas. This approach contributes to a territorial rebalancing and a broader economic dynamic.

The figures confirm this trend: tens of thousands of beneficiaries, strong participation from women and Moroccans living abroad, and a significant impact on the entire real estate market.
